The ferry runs twice a day. There is no standing public works crew, no reliable signal, and no fast help from the mainland. A dune breach reported into that gap is a dune breach nobody wrote down.

- A job in the marsh is filtered to pods with a boat before anyone is ranked. Nobody is sent to water without one.
- The registry is a count, never a public directory. Contact details never leave the console.

Pods are ranked by open work per member, then by who was assigned longest ago. A bigger pod absorbs proportionally more, and the same three reliable neighbours stop getting every call. Distance is not a term in the ranking, on purpose: nearest-responder routing concentrates load until the volunteers quit.
